Based on the Brake stopping time estimation from 60 mph in your editor, the highest a regular (non-racing car) super car should be is about .331 brake force which equates to a 2.07 second maximum stopping time from 60 mph or 60-0 in 124 feet, equivalent to a Porsche 918. The open wheel F1 and indy cars as well as the sports prototypes should be higher of course, but as far as road going cars I haven't found a super car that had tested better stopping distances than the 918 in real life.
I haven't tested the distances in game to see whether the brake force 60-0 estimation in the handling editor is accurate, but it seems intuitively correct, as .35 was about the highest I was using for my non-racing supercars.

Near the lower end of the spectrum, from a Car and Driver road test 274 foot 80-0 stop of a hemi-charger (Imponte Dukes), .1955 braking force based on the handling editors estimation of 60-0 times would be equivalent to 3.5 seconds and equivalent to the Charger's estimated 60-0 time.

When I upload my own handling.meta file none of values change to that .meta file.

If you notice sudden changes - I am updating various calculations as I figure out better math or data for them, like air drag or downforce.
