@tall70 I doubt that it's relevant, I have the Steam version and GTA V is set to auto update, I also don't play with Social club in offline mode, everything is online and I've never had issues.
@AbjectLlama I'm not sure myself honestly, are you sure you're rebuilding the archives properly? Not rebuilding x64e.rpf is the only thing I can think of that might cause issues.
@AbjectLlama It seems this problem occurs with a lot of people with a lot of different mods that require RPF editing. I don't understand why, since nobody ever mentions how they manage to solve the issue afterwards. So let's start with the obvious, do you have the ASI plugin for OpenIV so it can load custom RPF files?

@alienzerox I currently have nothing else installed, planes and trains are fine on my game. I'm sure it's something else you may still have installed.
